[ARCHIVED] City Council approves indoor gun range

City Council voted Tuesday night to allow the operation of an indoor shooting facility at the intersection of Riverside Drive and Camelot Court.

The applicant, Phil Strader, plans to construct an advanced indoor shooting range, sporting goods retail establishment, and training facility. Strader is a former Danville police officer who has become a firearms instructor.

Strader told council members the range would be the nicest indoor facility on the East Coast. He further said stray shots could not leave the grounds and virtually no sound would come from the building.

Former Danville police chief Neal Morris appeared at the meeting to speak in support of the range. Morris said the facility would be a “welcome addition” to the city.

Ed Polhamus, chairman of the Danville Public Schools board, said the school board opposed the facility because it would be located within 400 feet of Bonner and Westwood middle schools.

To construct and operate the facility, a special use permit was required. Council voted unanimously to grant the permit.

In other action Tuesday, Council voted to:

• vacate a public alley off Pine Street in the Five Forks commercial corner. The Danville Redevelopment & Housing Authority plans to consolidate the alley with their parcels located on Pine Street, Jefferson Avenue and Jefferson Street.
• grant a special use permit on behalf of Duke Energy to install a stand-alone restroom facility at Abreu-Grogan Park. The facility is one of the upgrades that Duke Energy has planned at the park. The project also includes installation of a floating boat dock and a fishing platform.
• amend to zoning regulations to create a definition for indoor shooting facilities.
• grant a special use permit for North Main Baptist Church to operate a community garden on the northeast corner of North Main Street and Franklin Turnpike.
• Waive yard requirements to allow Madison Square Inc. to divide a parcel off Deer Run

Road into two parcels, each of which would have less than the 200 feet of street frontage required.

Public hearings were held on each matter.

Council's meeting included a business session followed by a work session. In work sessions, Council reviews non-routine matters that will be voted upon in future business meetings.

In Tuesday’s work session, council members reviewed monthly financial statements and listened to a presentation regarding a master plan for the city auditorium.
