Consolidated Plan
In 1994, federal regulations which cover the planning and application aspects of four federal programs of the U.S. Department of Housing and Urban Development (HUD) were revised to require the consolidated planning and submission of applications and reports. Previously, each of the programs involved separate preparation, application, public reviews, and input processes at the local level. The Consolidated Plan is now a requirement that combines the broad planning requirements of the National Affordable Housing Act of 1990 with the annual applications and reporting for the HUD programs that are administered locally. The City of Danville administers two of the four programs: CDBG and HOME. The other two programs are the Emergency Shelter Grant (ESG) program and Housing Opportunities for Persons with AIDS (HOPWA).
The City has prepared a five-year Consolidated Plan (2005-2010). Within this plan a one-year Action Plan is prepared annually that specifies projects and activities to be funded each year. Coordination of resources and compilation of data for the Consolidated Plan is accomplished through a process that combines public hearings, meetings, surveys, input from the Housing & Development Advisory Committee, and public comment and review. The development process involves analyzing existing data and consulting with public and private agencies that provide assisted housing, health services and social services, including providers to children, elderly, people with disabilities, people with HIV/AIDS and their families, and the homeless.
Citizen Participation Plan
Each Participating Jurisdiction must adopt a Citizen Participation Plan that sets forth the policies and procedures for citizen participation. The Citizen Participation Plan is also a requirement of the Consolidated Plan, which consolidates the submission requirements for four federal programs: Community Development Block Grant (CDBG), HOME, ESG and HOPWA. This process replaces prior requirements with a single document. The original 1988 Citizen Participation Plan was substantially amended in 1995 to encourage greater participation by Danville residents. The Citizen Participation Plan was further amended in 2002 to make additional improvements and to comply with the Code of Federal Regulations, Title 24, Part 91.105, Citizen Participation Plan – Local Governments.
The City of Danville encourages citizens to participate in the development of the Consolidated Plan, any substantial amendments to the Consolidated Plan, and the performance report, which is also called the Consolidated Annual Performance and Evaluation Report, or CAPER. The City will especially encourage the participation of residents in Targeted Areas, and by residents of predominantly low- and moderate-income neighborhoods. Further, the City will encourage participation through working with neighborhood groups, churches, local leaders, and local agencies (government and non-government). The City also encourages the participation of the Danville Redevelopment & Housing Authority (DRHA), public housing residents, and residents of assisted housing in the development of the Consolidated Plan. The City will encourage this participation through providing Consolidated Plan information to DRHA to be presented during the Comprehensive Grant Program hearings, and other public meetings.
Public Notice and Information
Prior to the adoption of the Consolidated Plan, any amendments, and performance reports, citizens are notified by public advertisement of the comment period and all public hearings and meetings. The notice is published in the local newspaper, and includes a summary of proposed projects, and the date, time, place and topics of all scheduled meetings. The City will provide a 30-day comment period for the Consolidated Plan, any amendments, and performance reports prior to the submission to HUD. During the 30-day period, draft copies are available at the City’s Community Development Office (427 Patton Street, Rooms 207 and 211, Danville, VA 24541), the Danville Public Library (511 Patton Street, Danville, VA 24541) and the Danville Redevelopment & Housing Authority (651 Cardinal Place, Danville, VA 24541).
Accessibility
The City will take whatever actions are appropriate to encourage the participation of all its citizens, including minorities and non-English speaking persons, and persons with disabilities. Provision will be made for persons with disabilities and other special needs if reasonable request is made at least five (5) working days in advance. All meetings and public hearings will be held in accessible locations, and at times that are convenient to potential and actual beneficiaries. The City will ensure that all citizens will have access to Consolidated Plan information and will be furnished with this information upon their request.
CDBG
The Community Development Block Grant (CDBG) Program is a federal program that began in 1975. It is administered by the U.S. Department of Housing and Urban Development (HUD). The City of Danville receives approximately $1.0 million CDBG funds each year.
HOME
The HOME Investment Partnership Program (HOME) was established by HUD in 1992 to provide funds to states and Participating Jurisdictions (PJs), such as Danville, to use - often in partnership with local non-profits - to fund activities that build, buy, and/or rehabilitate affordable housing for low-income people. The City of Danville receives approximately $500,000 HOME funds each year. PJs must match every dollar of HOME funds used (except for administrative costs) with 25 cents from nonfederal sources, which may include donated materials or labor, the value of donated property, proceeds from bond financing, and other resources. PJs must reserve at least 15% of their allocations to fund housing to be owned, developed, or sponsored by experienced, community-driven nonprofit groups designated as Community Housing Development Organizations (CHDOs).
Community Housing Development Organization (CHDO)
A CHDO is a private, nonprofit organization that meets certain legal, organizational, and capacity qualifications prescribed in the HOME Regulations. HOME funds are provided to Telamon Corporation, Inc., a non-profit organization and approved CHDO, to purchase and/or rehabilitate houses within Danville city limits. The houses are then sold under the Affordable Homeownership Program.
